No, you don't have to have a verified pp account.
and how to verify it w/o a card, you can google that

I dont have a verified paypal account but I can still cash out. But I cant use it until it is verified.

I am pretty sure you don't. You need to have it verified to request money though, Buy things, and Send money.
So basically, if your planning on transfering it to a bank account or a check. You need it verified i think.

You don't need verified to send some money. Verification of PayPal account is for lifting limitation like sending bulk payment,sending some big money...etc.
PayPal with verification is good for buying goods online too,but for receiving the payment on verified will be good.

You don't need verified to send some money. Verification of PayPal account is for lifting limitation like sending bulk payment,sending some big money...etc.
PayPal with verification is good for buying goods online too,but for receiving the payment on verified will be good.
