How to get an used IG name?

I've been seeing a lot of threads of people selling IG names and I'm just curious to know if it is possible to get a name that is already being used? I really want the IG name : Fabio , but it is already in use but he is also active on instagram?
 
You can't get a IG that's been used. The only way to get it, is if you know the password(crack it).

If he's active, the only way you'll get it is if you either know his password, or if he agres to sell it to you. Inactive accounts are the only ones that people can get.
