How to fix this?

I'm trying to play BO2 Zombies, and I keep getting this error.
It occurs for every game I own, BO2, BO1, WaW, MW2, AW, etc.

I tried updating DirectX but it didn't seem to fix it. I've googled "XINPUT1_3.DLL" but all I'm finding are sketchy download links to it and nothing explaining what it is or how to fix it.

If anyone here knows and could help me out I would appreciate it greatly.

@aimi you are a certified PC nerd you can probably help. Not sure who else is good with computers, I think @"toxic" is but not positive.

I tried but IDK, will try again man.
Also do you know why these games would be on my HDD after it was wiped???
They're in C:\Games but I assume they'd still be removed?
