How does someone make another user a co leader of a group?

Hey guys,

As some of you may know I am Co-Leader of the newly added group "Snipers". Im trying to help out him make me co leader of the group. Could anyone tell me how Klaypex can make me part leader? Or does Philly have to do it? Please help!
