How do you lock an account?

I was just curious if there is a good way to lock an account. Or a way to make Jagex lock it. I'm going to do this so I can remove recovery questions.
 
go on it on like 5 different ips then try change password = lock
 
Just keep recovering it, even if you fail a lot it works.
