How do people jack gamertags?

I'm not asking anyone to do it and yes this is probably the wrong forum (should be on HF) but this place is about tags

Seriously though, I see some of the nicest gamertags that people have up for sale and some with 8 year tenures and I want to know how they did it. I doubt they made it knowing that oG gamertags would become something that gamers want.

They find personal information, then call up xbox support and act like they're the owner.

At least that's what I think.
