Have you tried the food called Dynamite?

Hey guys! I've been to a baptism today and I found a dish called dynamite. It is a green finger pepper with some meat inside and the taste was really great! Do you know how to do it guys?

I really wish to try it at home but don't know yet how they made it. Hope somebody here knows about it. Thanks in advance.
