Is there anywhere online where I can buy a good PC thats built already for 400$??

You're really not going to get much of a computer for $400, pre-built is kind of a rip off.
 
So I can get a better PC for 400 $ if I build it myself?
 
You can get a much better PC for your budget if you build it yourself. I can probably give you some info on good parts and then you can decide what your going to buy from there.

Optional, can increase performance in high-end games.

If you get the Intel CPU, this one will work.
