Now lets say I have about 70% of the achievements in one game. If I mod the rest so it's 100% in that game, will it get banned?

I highly doubt this, I've modded my GT score to say I've completed every game I've played xD.

Word man. Yea I used to mod a lot and everything would get banned or reset. Was just seeing so my main didn't

Probably. It's removed if the account is recovered anyway.

Yeah they find that out the quickest because it doesn't match up with your records. Unlike the gamerscore which can actually be changed at any time by actually playing the game
