I need a fully verified USA (or Canada) PayPal account. It shouldn't have any spending restrictions, and it shouldn't get limited when I send money to it.

Paying with Paypal.
 
No one will give you this as it would have all their information phone #, SSN, address,etc. attached to it
 
Yeah, I'm afraid you're not going to find someone willing to give you all their personal info. You'll have more luck just connecting a bank account and stuff to your own.

How about making one with VPN and verifying it with VCC?

my Q is how are you paying with paypal if you need a verified accnt? i dont get it that makes no sense all...

I am paying with my personal paypal account and the verified I am in need is for my upcoming site shop. Clear?
 
just make an ireland paypal they dont need verified lol at all. and no limits either.
