God, those paypal faggots are so damn annoying. They've limited my accounts a couple times. Thank the fucking lord they unlimited when I called them and haven't put my in permanent limitation.
As for your situation, looks like you have to wait 180 days before withdrawing anything.

In that case, call once more, if they don't answer you when you ask if you can make a new account with them or not, you take down the reference number for the call. Afterwards, make your new account with the new bank account. If they send you a message or limit your account, you call them back in due time and explain that you called several times and no one disallowed you from doing so. Simple as that. If they insist, you plea to escalate the call to management. All the calls are recorded for quality assurance. If they re-route your phone call and see that the imbeciles that were supposed to tell you you weren't allowed did not, they will make an exception.

Itz Me said:I was chargebacked for $700+ when I gave the seller the item. I provided plenty of proof(shipping information, letters from buyer etc) yet they still won the chargeback. I hope they get sued someday.
