Frost Gear [Please help]

I have 5.7m cash to buy gear for frost dragons.

I have 5001 cannon balls, cannon, 500 prayer pots, about 300 anti-fire potions, need to buy like 2k shark.

What armour should I take? I have Chaotic rapier as my weapon + anti-dragon as the shield (do I need ananti-dragon?)

Also, does 'Ultimate Dragons' re-charge my chaotic rapier?
