Have you used that paypal on other accounts? Multiple accounts? That may be the reason, Or the promotion may be a link that is now fixed. I don't know, Im just assuming.

It looks like the promotion is either actually no longer available, or you just can't use it on that account.
It was surely abused though, so I can see it being over for good.
