Have you used that paypal on other accounts? Multiple accounts? That may be the reason, Or the promotion may be a link that is now fixed. I don't know, Im just assuming.
 
i did this last month. and i just tried it on my silver account and got the same thing
 
They patched that link no longer works cause people abused it and did 3 years of live on accts.

It looks like the promotion is either actually no longer available, or you just can't use it on that account.
It was surely abused though, so I can see it being over for good.
 
I have a different link that still works for me, that's why you shouldn't publicize things.

I've had it for over 5 months and it still works fine. Just used it yesterday.

All the links that were posted around everywhere no longer work because people were exploiting it to get 3 years of live.
