Well some people might want this just because They got Def or prayer exp on their pure and They want it level 1 so 50% exp roll back would make it level 1 again or w.e

Anyways it doesn't make sense since normal people can't report for muting unless they talked to them within a time period. Also, muting a bot doesn't make sense since they are a bot, and don't talk anyways.

Don't act like you p mods can do a lot. I have been reported tons of times by p mods on my gold farmers and been running strong for 3 months.
