FK Rules?

2. You cannot charge members unless you are an official middleman.


Is this not a rule on FK? I am pretty sure asking/forcing for a tip is a 'charge' and is not allowed on FK from anyone other than Philly and Leafs. I dont understand are rules enforced around here?
