She is a hyper burst ap carry, well she doesn't really carry more just destroy the enemy laner I suppose she would do exceptionally well at lower levels due to people not knowing the counter mechanics to her.

Counterush Hard, build an abyssal scepter,pick galio or someone tanky like vlad for example.
