Depends on what you wanna do, support, jungle, AD/Mid
 
Even though I don't play this game, Volibear looks like a baws.

She is a hyper burst ap carry, well she doesn't really carry more just destroy the enemy laner I suppose she would do exceptionally well at lower levels due to people not knowing the counter mechanics to her.

Counterush Hard, build an abyssal scepter,pick galio or someone tanky like vlad for example.
 
Okay, yea i just own anyone in my lane, who should i l2 to use at a low lvl?
