All modern browsers support PNG favicon's in any size divisible by 4 and the browser will compress the icon to fit, but too big will make the image indistinguishable when it's shrunken and blurred inside the address bar.
Making it in 32x32 (or 64x64) should be fine, though.
Using PNG also means you're able to apply transparency to the icon.
