Firemaking, Cooking, Thieving, Fletching or Construction.

They are all pretty quick, obviously you need a good chunk of money for a quick 99 in Construction, but it can be done very quickly.

It wont be profitable.

I went to level 40 legit, took just a couple hours.

I went from 40-80 in a day using the Thieving Guild bot.

You can get anywhere from 120k+ exp/h using it but you will make nothing out of it, but it will also cost you nothing.

It takes 28 hours if I'm not mistaken, but it also costs you a shit ton of money.
But it IS the fastest.

To get a fast 99 in Contstuction, you will be spending at least 150m+. (At least that is what it was the last time I checked).

I just checked quickly, and to do Mohagany Tables (Dining room), you would need to spend 205M.

That is going from level 52-99.

Yeah, construction is fucking EXPENSIVE, thats why I've never touched it.

also, Thieving on Advanced Trainer in thieving guild only took me 2-3 days from 81. It didnt take too long to get to 81 through random runs in sorc garden.
