Fast way to 60 att?

Well perhaps look at the quests you need to do and find the one that gives attack xp, it will be boring but at least you'll get needed attack xp and you'll be doing a quest you need to do in the future, if it's too hard just call over a mate.
 
There has to be an in game mate willing to spend 5-10 minutes to help you take down a boss or something in a quest you can't do?
 
These are your best choices IMO.

Tree Gnome Village
11450 Attack

Waterfall Quest
13750 Attack
13750 Strength

The Grand Tree
18400 Attack

Tree Gnome Village and The Grand Tree lead towards Monkey Madness (Dragon Scimitar)
Waterfall and a bunch of other quests lead towards Desert Treasures (Ancient Magicks)
 
The grand tree is really easy too, I would have to say train at minnautours, there really easy xp 30k/hr

were too are minnautours i'm only lvl 56+ cb

They're all easy if you've done them before.

Curious, what level is your range? You may want to consider getting it up first, it's probably going to be your method of passing most quests throughout the game as long as your stats are what they are.
