You can't compare a deadly disease to a weapon.

A weapon is created and not a biological.

Ebola is biological but not a weapon. Two different concepts.

I think that means the "Development" of it. I'm pretty sure there is no Vaccine that would cure it, or else there wouldn't be so much news about it.
