Easy to pullback?

Is it easy for someone to pull back a gamertag that they didn't create?
Just to clarify, I'm not saying anyone would pull back my gamertag, I'm just trying to take extra steps to prevent this from happening.
I've changed the pass, etc to it, had no billing on it other than a email which I added my billing and my email and number on it. Would it be possible for someone who wasn't the first console to pull it back?

Well now days people don't really get their tags back, they just get banned lmao. You got no reason to worry if its that one tag.

You could turn on two step so a recovery can't be done.
