Well I received my money so idk. Sorry if it is like that but I saw it on Leak Forums and i tried it and it worked. I tried it again under the same ip and it said the same thing as yours so idk. Is the email you used for payout the primary paypal email?

Reopening this after confirming that it does indeed work. I would recommend that you use the same name as your paypal name when signing up. I've had others do this and it worked for them.
