You spammed the sending button and didn't send anything.
You cannot send for about 10-24 hours.

You can try calling PayPal your self.

Just call up PayPal and tell them that the system limited your account.
You'll have to prove you own the account then they'll ask you to sign in and out.
Should be fixed after that.
