Go to your account settings on the main runescape page. (have to log in first obviously). If you dont have access to the email, it will take 14 days for it to be deleted off, but if you do have access you can click a confirm link and it will be deleted.

Or you could email JaGex about it. Someone hacked me, I emailed them, they deleted everything on the account and gave me a manual recovery form.
