you have to be at least 18 to sign up for a paypal account, therefor you cannot be a member of paypal.

if you do decide to lie about your age and sign up anyway, that is breaking the terms agreement and YOU WILL BE ARRESTED.

There are some methods on how to verify your paypal, but if you want to do it the easy way, just buy a debit card and add it to your paypal
