Currently, I am looking to buy a laptop that is affordable and does simple things like word processing, browsing, emails, etc. Chromebooks seem to be the best fit for me, however has anyone ever had experience with Chrome OS? Is it a usable Operating System? I am considering getting this one: (Amazon Link). Here are the specs:
Intel Celeron Processor N2840
4 GB DDR3L SDRAM memory, 9-hour battery life
16 GB Solid-State Drive
13-inch IPS Screen, Intel HD graphics

It's essentially an internet browser, if you're okay with it being able to do nothing but use Chrome than it's usable for you!
The Chrome App Store does have some games, and some good extensions as well as other various apps, so it isn't completely garbage, but it can't run any 3rd party applications which sucks (for me, at least).
Specs aren't great, but you won't need great specs to use this computer. Very good little device, just ensure you know it cannot do nearly as much as a Windows PC that's in that price-range.
I actually just got a Chromebook like this today (using it right now), It is something you won't regret buying. The specs are good, that's because your not doing anything hardcore nor are you suppose to be. It come's with a "as-is" base, nothing more and nothing less.
If your just a internet person then it is exactly perfect for you!
We have these at school and I honestly hate them more than anything. I don't like Macbooks but I would rather have a Macbook than a Chromebook just because they can't do anything. If you want an internet browser like a Chromebook just get a cheaper laptop for that price. I bought a nice touchscreen with windows 8 and it works great, I only bought it for $200 or so which is about the same price as a Chromebook.

Yeah its windows, the point is Chrome OS is built around core-security. Windows is just built to be "good enough". I'd rather get a Chromebook then a Windows PC any day. Plus if you got a Windows PC for $200 I can probably guarantee it isn't a good one. Could you post the specs? Also post if it is pre-owned or not.
