That's only a small part of China, not the whole country agrees with eating dogs but it's a tradition, just like how British people still have a figurehead monarchy.

Cultural norms are subjective, moral norms are subjective. And while I personally think all forms of torture are repulsive, I cannot universally condemn all instances of torture.
