But to answer your question, im guessing they take the original picture, put a second layer ontop of it with a lower opacity then just color it in from there.

I'm not the greatest at making them but it's actually quite easy just very time consuming basically they just take a picture of the person and go Into photoshop and paint over the face with the same color skin and everything
 
I can make these if you're willing to pay.
 
Get Adobe ideas and then duplicate the picture and lower the opacity and color it in. It's all free.
 
@Jamil I'm sure you can help this man out, you do this sort of design, right?
 
You could create a vector drawing for this
Its pretty fun.
I can do one.
