My alternate paypal does that, I find from it because it doesn't a CC attached it won't send to all Paypals. Are you verified?

This has happened to me too. Get verified and you will be able to for sure. Sometimes you may have to just call paypal. I have had issues in the past also

You need to have a verified PayPal account, inorder to Upgrade. Alternative, you can pay via Moneypak or Giftcards. Get a CC attached to your PP.
