Can you content transfer on a banned account?

I got my main banned last year. and I just thought, could I get all the DLC I downloaded, onto my new main?

No, since you can't tag swap, and can't sign onto xbox live on your xbox. I also think banned accounts can't License transfer.

I'm not entirely sure though.

If the accounts licenses are on your xbox, then just go to xbox.com and view the download history. Assign them to download onto your console and you will be able to use the content on any account.

No you cannot. I have tried with my old main a while ago and you have to be able to sign into your account in order to license transfer.
