can twits be reclaimed

i am 99% sure i know the answer n someone has answered for me but checking, if you buy a twitter can a prev. / original owner reclaim it?  i don't expect either previous owners to reclaim it, just wanting to know out of curiosity now
 
Only if they have access to the email, just change the password and email of the account and you'll be fine.
 
Depends if the account has been swapped. If it has, there is almost no chance the original owner can get it back (Unless of course they were a verified business) If it hasn't been swapped and they have the oG email they can most likely pull it back.
