Maybe right click on one of them and hit un-pin from taskbar.

You want it pinned and have them layered over each other right? Right click taskbar, click on properties, and drop down menu somewhere should say always combine hide labels, you are welcome

And if that doesn't work it might be the program, I had tormented programs that did that, so make sure the programs are registered and meant for your OS.

Yeah, All you need to do is right click and Un-pin it.
