I doubt anybody on forum korner even sells databases for forums although if you check promotion, admin or webmaster forums you could probably find a decent one.

Pretty positive this is illegal, which means its not allowed here. You may buy a complete website which comes with a database but not just a database.

Why would you want to buy just a database anyways, there would be no purpose of just a database without the actual website and domain besides for the stats, which would be fake.
