If I buy lets say, a gamertag and I send the money as goods and services, can I dispute the payment if I never got the tag? The reason I am asking is because that would be a purchase of a virtual item. Thanks

Yes. If you file an unauthorized access onto your PayPal just say you left it logged in at the library and this item was purchased w/o your confirmation or something along those lines.
