Bring back neutral rep

What if I don't feel like positive repping or negative repping and I want to just give a user some sort of a warning.

Philly, you should enable neutral rep.

Not at all. I would still negative rep members I feel I should. Then again, I don't really care. Haha. I'd really like for neutral FK be added back as well, not sure why it hasn't already.

Definitely would like to see this arrive back and well.

@Sector - because some users you deal with are, let's go with, down right low quality. They will use terrible grammar and capitalize their words making your reputation look sloppy. Smart users would neutral one of them and expect the same in that form, if you understand this.
