You need WinRar to extract the files from the .rar file which you currently have.

Download: http://www.rarlab.com/download.htm

Under "English WinRAR and RAR release" You'll want to download the first or second one, depending if your Operating System is 32 or 64 bit.

Once installed go back to the jay's booter file and you'll see the icon is now a stack of books with a belt around it. Make a new folder next to that file called "Jays booter" or whatever you want. Then open the .rar file and winRAR will open it, you'll see all the files/folders it contains, highlight them all and drag them into the "Jays Booter" folder your created.

Make sure you read the instructions on the main thread for the booter, you can't just download and DDoS people right out the gates, in case that's what you was thinking.
