There used for many things, not all good.

But guns are still banned in some country.

I'm going to break a rule, so I can show you a good example.

Remote Administration Tools.

There used legitimately by corporate and military groups to keep track of the flow and object of data between there networks, completely legal.

While others use them illegally to tap logins, keystrokes, and files.

It is banned completely, even while it can be used for good. That is what SE falls into.
 
You SE in real life all the time, and don't act like you don't.
People who have parents that CARE for them, they have to try and SE them into letting them go places.

I think only fraud related topics that relate to "Runescape" should be banned.

Asking to go out with friends and Identity Theft and False Shipments are two very different things.
 

Herp derp, did I not just say ban Runescape or fraudulent activity, associating with social engineering?
