One legit person get's scammed then scams a legit person who turns into a scammer and continues, if he break's that cycle then he stopped a unlimited amount of scammers.

Yeah? I ALWAYS use a VPN when paying though paypal, even if I'm not going to dispute (which I never do, I'm legit) just encase the person scams me.
