Award Question

I was just browsing through the Award Page and saw one I liked a lot, the Bomb Award.

I went to find out who the owner is and it says it is Josh/Epidemic who is banned.

I do see that users have been granted this award although it was after he was banned.

How is this possible? Is there a new owner and the page hasn't been updated or what?
