Are you allowed to "ask" for rep?

I'm just wondering this. I read the rules (in the announcments section) and it didn't say anything about asking for rep. Is this allowed?
 
No it is not, I will be taking rep abuse very seriously. If you fought someone asking for rep, screen shot it and private message me with it so I can examin the evidence
