For the first one, it is very simple.

Just plug 5 into x for the function f(x) and plug -3 into x for the function g(x).

So f(x)=4(5)-2 and g(x)=-2(-3)+1

Then divide the value you get from f(x) by g(x).

This gives you 2 and 4/7.

For the second question, I don't really remember much on that. But I am thinking it is the 2nd option. This is because as you can see from the graph, all x values are greater than 0 as well as all the y values. You can tell that neither one will ever reach 0 as there is an asymptote.

f(5) = 4(5) - 2
f(5) = 20 - 2
f(5) = 18

Point (5, 18)

g(-3) = 2(-3) + 1
g(-3) = -6 + 1
g(-3) = -5

Point (-3, -5)

Second one is a fuction, and I'm pretty sure it is B.

Edit:
I'm sure it is B because it is a function, A says all real numbers, abd this one is x > 0, y > 0, so yeah.
