i think if there is an account that is not activated and signed up like a year ago that shit should be reset. it pisses me off when people take good names, make one post, and leave. let alone making an account with an awesome name and never even confirming it
You could always contact Philly through private messages regarding inactive usernames. If an account was over a year old and hadn't been activated, surely you could negotiate with Philly to make the username available. I believe he's done this on several different occasions. I'm not too sure though.

The user 'Techno' signed up in September of 2010, I believe. He didn't use his account too much, and only recently became active.
You can't predict if a user is going to come back to use his/her account or not.

The original owner of the username could have an email sent out to the email address associated with his ForumKorner account. The email could be something along the lines of:
"Dear ForumKorner user. We have noticed your inactivity during your time of being registered on our forum. Due to your inactivity, we have decided to allow someone else to have your username. Your username has been changed to *insert username here*. Your password will remain the same.
