I don't think there are enough people who own computers, or even different routers for that many seperate ips. That means 1 (estimated) out of every 6 people own a seperate router for a seperate IP.

Although there are VPN's and VPS's to seperate that crap but I'm not going into detail about this. There just isnt enough IPs for there to reach that.
