I find the question a good one, but he was mentally challenged.
He thought the government was out to get him and even tried to invent his own alternatives to certain things.

Most people who reported on the shooting claimed that it was a senseless question sprouted from a mentally ill mind, but is it only that...
If you watch the movie you would understand the scene better. (It doesn't tell you what it means, but this scene basically summarizes most of the movie.) So, I can say that this explanation is the complete opposite of what it means/could mean.
