You need to at least give out 250k to have people consider, and at 500k they will actually do it. When I do things like this, I always pay 500k.

I think he means if like you scam someone and you get a neg rep but you they couldn't prove you wrong and they get banned for some other reason, the neg rep should stay to help others just incase. Or he just likes his negative rep. :P
