Exactly, if you're going to do a deal onsite, you need to be a HQ member. If the user is seen to be LQ (Post boosting, poor grammar etc), they will more than likely be declined for a sale/trade. The rules clearly state that post boosting is not allowed, so there can be no complaints :)
