App inventor looks good to me but the issue is you can't learn the code side of the things. So i guess you need to learn that as well. I don't have eclipse running well on my computer so not sure what else to use for development.
Codeblocks is using current version of GCC so you can't say that they never touched C++. In fact there are people here in this forum who are using 1998 version of turboC++, you can guess the rest.

For some countries paypal is not available or is useless because of there is no storage feature. In such case webmoney or any other payment processor that has storage feature looks good to me.
