I didn't even realize since I am using adblocker, but I do see it now that I turned it off. Likely just a permission issue that @Philly missed. Not really a big deal since I'm sure a lot of people use adblocker. But nice catch either way.

This. Most people don't really bother with prefixes when the title of their thread is what they are asking, so in turn it would just be a question. 

It would just get abused because new members are not always the best quality of members. Even if there was a post requirement it would just lead to spam so people could leave reputation on members. I just don't see it being a good thing on a forum of this size and since Philly already said it is...
